Umer Abbas Mela is an officer of the Pakistan Administrative Service (PAS/DMG) from the 39th Common Training Programme. Prior to assuming the post of Community Welfare Attaché/Consul Welfare at the Consulate General of Pakistan, Barcelona, he served in the Government of Sindh for his initial period of service.
Umer was posted as Assistant Commissioner in Districts Dadu, Mirpurkhas and Ghotki and as Additional Deputy Commissioner, District Ghotki at Mirpur Mathelo which equipped him with valuable experience in administrative matters. He has also served as Assistant Director (Planning & Development) and as Deputy Director (Evaluation & Inspection) in the Government of Sindh.
He holds an undergraduate degree in International Development & Economics from McGill University and he received his Master´s in Public Policy from Georgetown University, focusing on Internal Policy & Development. In addition, Umer has also completed a course in International Management from Oxford University.
